All of these characters (except Niko and the five women he can date) provide missions at some point in the game. Some of them will occasionally call you and want to socialize. You can take them to one of several recreational activities to build up reputation with them. When your reputation is high enough -- and as long as you keep it there -- you'll have access to their friend benefit.
All the minor characters who give out short missions are listed under Side Missions.

Main Character
Niko Bellic
The protagonist and the character you control. He is originally from Serbia, 30 years old and sometimes speaks in Serbo-Croatian. He has come to Liberty City in search of a better life, and to find someone who has betrayed him.
Friends
Roman Bellic
- Friend benefit: Car service. Call him for a free taxi anywhere in the city.
Niko's cousin. In the years since moving to Liberty City, he has built up a car service company.
Roman never seems to sleep and doesn't seem to have any preferences on where to go to build a friendship.
At 60% friendship, you can call him for his free taxi service.
Little Jacob
- Friend benefit: Gun dealer. Call him up and he'll tell you where to meet him to purchase guns. He offers body armor and most weapons. Just like gun shops, the number of available items will increase as you progress through the game. Weapons excluded are basic rifle, bat, combat handgun, RPG, and basic shotgun.
Originally from Jamaica, he speaks with a very heavy Rastafarian accent. It is difficult and at times impossible to understand what he is saying. He sometimes helps out with missions.
Jacob sleeps from 4am(?) until 2pm.
He especially likes darts, drinking, and Cluckin' Bell.
At 75% friendship, you can call him to purchase guns.
Brucie Kibbutz
- Friend benefit: Once befriended he can be called to pick you up in his helicopter at an open space and taxi you to another open space anywhere on the map. Also, he can set up races over the phone, but it is not necessary to befriend him for races.
Brucie is a fanatic about fitness, and routinely abuses steroids and other performance enhancing drugs. He is a friend of Roman's. Later on he gives the "Exotic Imports" side missions through e-mail (10 in total).
Brucie sleeps from midnight(?) until 8am.
Brucie highly enjoys boating, bowling, and drinking. He also enjoys expensive meals.
At 70% friendship, Brucie will offer you transportation in his helicopter.
Dwayne Forge
- Friend benefit: Once befriended he can send over some of his gang for support.
Friend of Playboy X's, he was only recently released from prison. Later on you will have the option to kill him, if you don't he will become a friend.
Dwayne sleeps from 2am(?) until noon.
Dwayne likes darts, drinking, and Cluckin' bell.
Patrick "Packie" McReary
- Friend benefit: Packie can provide you with a car bomb that you can use as you need it.
Associate of Elizabetha. Possible friend. Part of the McReary crime family. Becoming close friends with Packie gives access to car bombs.
Packie sleeps from 8am(?) until 4pm.
Packie especially enjoys darts and drinking.
At 75%, you can call him for the car bomb.
Girlfriends
Michelle aka 'Karen'
One of five possible girlfriends for Niko, and the first one you'll meet. She asks a lot of questions, and sometimes seems confused about her past. Although she will call you for dates, building a positive reputation with her doesn't have a direct benefit on gameplay. If you call her late at night, she'll refuse to go out with you, so only call her for dates during the day. After each date, you'll be given the option to "press your luck." With Michelle, you'll be successful after the second date. You can date Michelle until you complete the mission "The Snow Storm," after which you'll have to move on to a new gal.

Each venue starts off at an Opinion Rating of 0 to 100, with 0 meaning she hates that venue and 100 meaning she loves it. These are initial Opinion Ratings; each time you take her to a specific venue, her Opinion Rating of that venue drops by 5, and her Opinion Rating of all similar venues in the city drops by 1. You won't be able to take her to any place that has an Opinion Rating below 25.

Kate McReary
Part of the McReary family, but not involved in their crimes. You can date Kate once you complete Packie's mission, "Waste Not Want Knots" and Packie calls to suggest taking her out, but not after you take the money in the final mission. You should not press your luck after the first date. After doing either accepting the deal or going on the revenge path at the end of the 2nd to final story mission, she is no long available. She is awake from 8:00am to 12:00am.

Alexandra Chilton
One of the five women Niko can date. You can meet and contact her online on Craplist.net as the "Liberated Woman" whose ad reads "Party girl seeks man for NSA fun and blog material - 29 (Lancaster)." She becomes available to date after you access the internet in the mission "Out of the Closet" and Algonquin Isle is unlocked. Alexandra is awake from 6:00am to 2:00am.
Once you have achieved around 100% relationship status with her, you will be given the ability to call her and she will hook you up with discounts at any clothing store available in the game.

One of the five women Niko can date. You can meet and contact her online on Love-meet.net as "SoBoHoe." She becomes available to date after you access the internet in the mission "Out of the Closet." She is awake from 1:00pm to 6:00am.
Once you have achieved around 100% relationship status with her, you will be given the ability to call her and she will give you a health boost. Sometimes it doesn't work if you haven't seen her in a while.

One of the five women Niko can date. You can meet and contact her online on Love-meet.net as "LawChick." She becomes available to date after you access the internet in the mission "Out of the Closet" and you've unlocked Algonquin Isle. She is awake from 6:00am to 2:00am.
Once you have achieved around 100% relationship status with her, you will be given the ability to call her and she can clear your wanted status. However, sometimes this option doesn't work if you are in the middle of a mission.

Storyline
Mallorie Ramos
Mallorie is Roman's girlfriend and works at his cab company. She introduced Niko and Michelle. She does not give out missions.
Vladimir Glebov
Vladimir is a small time loanshark. He often harasses Roman, who owes him some money.
Mikhail Faustin
A leader of the Russian Mob. He's an unpredictable psychopath who kills at random.
Dimitri Rascalov
Faustin's right hand man.
Manny Escuela
Manny is a rapper who is trying to promote himself as a hero of the community. He is often accompanied by a cameraman who is making a documentary about him.
Elizabeta Torres
Elizebeta is a drug dealer in the Bohan section of Liberty City.
Playboy X
Possible friend. A drug dealer who has achieved moderate success in his field. He is a friend of Dwayne Forge.
Francis McReary
A police officer who has something to hide. His goal is to become Commissioner of Police, but he has a secret that opens him up to blackmail. He sometimes works with Manny. Part of the McReary family, but he tries to distance himself from them.
Gerry McReary
A former member of the Irish Republican Army, Gerry is currently in prison. Because all prison conversations are monitored, he gives his orders in metaphor. Part of the McReary crime family.
Derrick McReary
Derrick is a heroin addict. Part of the McReary crime family.
Ray Boccino
Sometime employer of Packie, Ray is found in Little Italy. He is the part of a traditional Sicilian mafia family. He works for Jimmy Pegorino, and Phil Bell works for him.
Phil Bell
Phil works with Ray Boccino and Jimmy Pegorino. His office is at the Port Tudor docks. He is paranoid about being spied on by the feds, and often believes his conversations are being monitored.
Jimmy Pegorino
Jimmy is the head of his crime family. Both Ray and Phil work for him.
Bernie
Formerly known as Florian Kravich, Bernie knew Niko back when they were in the army together. Since moving to Liberty City he has made significant changes to his lifestyle (he's now gay). He is currently dating the Deputy Mayor of Liberty City.
U.L. Paper
Untied Liberty Paper is a front for what is claimed to be a government organization. This nickname is also used for Niko's contact there, as his name is never revealed.
U.L. Paper helps Niko with finding 'that special someone'. He is very well connected, and sometimes works with Mr. Gravelli.
