The plot of Grand Theft Auto IV develops through missions that Niko performs for certain residents of Liberty City. Although missions from any one mission-giver occur in order, players usually have the option of choosing whom to work for. As a result, missions won't occur in the same order for every player as they are listed here. In fact, many of the missions later in the game can be played even outside of their "chapters." The order appears to be rigidly set for each specific person, though you can handle different mission-givers simultaneously. Take Frank's and Packie's missions for example. You can go through many of Packie's missions, then many of Frank's before handling, say, the Paper Company missions.
Missions in GTA 4 tend to follow a general pattern. Niko with either receive a phone call from or go to someone who gives him a mission. Niko will then have to drive to a location and perform a specified action, be it driving, fighting, delivering, or something else. Afterward, he'll receive a phone call telling him that he has successfully completed the mission, as well as reap any reward tied to that mission.
NOTE: Controls listed in the walkthrough below are written for the XBOX 360 version of the game.
Chapter 1
The Cousins Bellic
- Reward: $25
The opening scene of the game starts on a ship.
When you gain control of Niko, you'll be asked to drive to your cousin Roman's apartment. Use the minimap in the lower left hand corner to navigate there. You'll pass Roman's cab company, where you'll be going later.
After you arrive and watch a cut scene, you can save your game at the bed or watch the television in the apartment. When you're ready to leave, you can make your way to Roman's cab company as indicated on your minimap. Exit the apartment and turn left. After three blocks, turn left. You should see a large arrow floating above the sidewalk. Walk up to this arrow to begin your first "official" mission.
If you want to explore around a bit, you can check out the city before heading to the cab company. There are plenty of cars available for you to steal if you want to drive around Broker and Dukes. The other islands are blocked off at this point in the game, so don't try to run any of the barricades on the bridges (you can, but you'll get a six-star Wanted Level).
If you just can't wait to get your hands on a weapon, there are some hidden weapons near your safehouse. There is a baseball bat in the empty lot across the street from your safehouse; it's behind the hot dog vendor at the back of the lot near the building. If a pistol is what you're after, head south from your safehouse to the old carnival; you'll see a go-kart track, and a large mural on the building next to it. The gun is on the ground next to the track, just below the "s" where the mural reads "Go-Karts." There's another pistol on the walkway in the center of the Broker Bridge; if you already grabbed a pistol, this one will give you more ammo for it.
It's Your Call
- Reward: $30
The first part of this mission involves driving to the hardware store. Enter the car by pressing Y. Use the map to navigate to store. When you get there, park facing downhill, it will make your exit easier later. Roman will exit the car and tell you to act as a lookout. Wait for a few moments for Roman to call you. When you're done with this call, wait a few more moments and the car you're waiting for will show up. You will then have to call Roman. Press up on the D-pad to bring up the phone, then call Roman. He'll come running out of the store and jump into the car. You must then drive back to Roman's cab company. As you're driving, you have to lose the loan sharks chasing you.
Completion of this mission unlocks the Random Character, Brian.
Three's A Crowd
- Roman
When you get back to the shop, you'll have a minute or so to drive around or do whatever you like. You'll then get a call from Roman asking you to go back to the cab company. When you get there you'll see two loan sharks hassling him. You'll see a scene where Niko defends Roman, but you won't control any combat.
You'll then be asked to pick up Mallory and her friend Michelle at the subway station and drive them to Michelle's apartment.
You're next mission is to buy some clothes. Once again, follow the indicator on the map and you'll end up at a clothing store. Buy whatever clothes you like, but remember that you have a limited amount of money. When you leave the shop you'll get a call from Michelle asking you out, and to meet her at her apartment. You'll also get a call from Roman asking for help. Michelle can wait, so head over to Roman's marker.
Bleed Out
- Roman
- Reward: $50
You'll find Roman getting beat up on a basketball court. You'll then have to fight both the men attacking Roman. Once you've taken them down, you'll need to run over to Roman's car and chase one more guy, Dardan. He likes to drive through alleys and make tight corners, so be sure to take the turns slowly. You don't have to follow him too closely, but don't let him get too far away or you'll fail the mission. The car will stop in front of a warehouse. Hop out and climb the stairs to the office at the top of the warehouse; Dardan is inside. You'll have to hit the A button to dodge him, hit B or Y to disarm him, then use his own knife against him.
Head back to the car and drive Roman back to the cab office. Just before you get there you'll receive a text message from Michelle, which makes the "First Date" mission available to you, if you want it.
Completion of this mission establishes Roman as a Friend character.
First Date
- Michelle
This is a pretty simple mission. First off, head over to Michelle's apartment. After you talk to her for a while, you'll end up in her car. Drive over to the carnival, but don't wreck her vehicle! When you get to the carnival, you'll see that it's closed. Walk up the stairs and take a left to go to the bowling alley instead. Enter and walk up to the counter to find that the first game is free. You can now play a half game of bowling against Michelle. When you're done, leave the bowling alley and head back to Michelle's car. Drive her back home, and you'll complete the mission successfully. Don't attack anyone else while on the date (including Michelle!), or you'll fail!
When you're done with this mission, you'll unlock the social side the game. Your friends (including Michelle) will call you and ask you out to eat and to other various social activities. You can also call them up and ask them out. After the call, you'll have an hour to pick them up. Michelle pretty much likes all activities except the strip club, so never bring her there! In particular, she loves Darts and Pool.
Completion of this mission unlocks the Dating subgame.
Easy Fare
- Roman
- Reward: $100
Roman will ask you to pick up Jermaine. Head over to his place, which is indicated on the map. Pick him up and take him to his destination. When you get there the police will show up and you'll gain a wanted level. You must now drive away and lose the police that are chasing you. Hit the gas to get away from the first wave of cops, then watch your minimap and plan an escape route that takes you in the opposite directions of the policecars as marked on the map. Your goal is to get outside the flashing circle, which indicates the area in which they'll be looking for you. Once you get outside the circle, you can still be seen by a cop, so stop your car the instant you're outside the cirlce and wait there until your Wanted Level drops to zero. At that point, it's safe to return to the cab office. If you can, head back toward the cab office during your escape, because once you lose the police you'll have to drop off Jermaine not too far from there.
You'll drop Jermaine off at the Pay'n'Spray. You can use Pay'n'Sprays in the future to escape pursuing cops, as well as repair your damaged vehicle. Note that unlike previous GTA games, you won't clear your Wanted Level if you enter a Pay'n'Spray while the cops watch you enter!
Completion of this mission unlocks missions for Vlad.
Jamaican Heat
- Roman
- Reward: $150
Go back to the cab office and Roman will ask you to make another pickup. Head over to Little Jacob, who is hanging out in the park. He'll ask you to head over to the destination indicated on the map. He'll also give you a pistol and ask you to watch out for anyone who may try to jump him. Head down the alley and up the stairs to the right to the destination spot, then crouch down to watch over the area. Three men with gusn will arrive, and you'll have to shoot them dead. Stay crouched, lock onto them with the Left Trigger, and shoot to kill. You'll also have to take out a fourth guy that appears on the roof across from you and to the left after you kill the first three. When you have taken out all the enemies, pick up their weapons for ammo, then get back in the car and drive Little Jacob where he needs to go. You'll get to keep the pistol.
You'll soon receive a call from Vlad who's got a job for you. He's indicated by a large "V" on the minimap, right across the street from the safehouse. Little Jacob also gives you a call shortly thereafter with his own set of jobs. He's the "LJ" on the minimap.
Completion of this mission unlocks the Taxi Fare missions for Roman and missions for Little Jacob.
Bull in a China Shop
- Vlad
- Reward: $50
Someone's not paying Vlad, so you need to go "teach him a lesson." You can take a cab to this location if you want; the address is on Camden Ave. When you get there you're supposed to find an object, like a brick, and throw it through the window. You can also pull out a gun and just shoot the window. If you're having trouble, pull the L-trigger to auto-target the window. The owner will come out and give you Vlad's money, so take it back to Vlad to end the mission.
Drive around a bit and you'll receive a text from Vlad for your next mission.
Hung Out to Dry
- Vlad
- Reward: $100
Head over to the laundromat. Park out front facing north, then enter the shop. The owner will run out the back and hop in his van. Run back out through the front door and get in your car, then step on the gas! Move quickly, because it won't take long for him to get away. You need to ram the shopkeeper's van with your vehicle until it stops and the driver speaks to you in a cut scene. You do not, however, want to destroy the van, or you'll fail the mission. After the cut scene you'll report the news to Vlad, who tells you to drop by for his next task.
Clean Getaway
- Vlad
- Reward: $150
You'll have to take the train to your destination, so walk over to the train station, then climb the stairs to the platform. Wait for the train to arrive, then press Y to enter. When you reach your destination, exit the platform down the stairs and walk over to the silver Blista as marked on your minimap by a blue dot. Walk right up to it and get in (but note the onscreen directions to learn how to throw a Stun Punch for future reference). Drive off and Vald will call you and ask that you take it to the car wash. Find it on your minimap and follow the waypoint route there. Once the car is clean, you can drive it over to the lockup.
Ivan the Not So Terrible
- Vlad
- Reward: $200
After meeting with Vlad, hop in your car and head over to Roman's office. On the way there you'll see Ivan leaving in his car. Chase him until he gets out of his car at the construction site. You then have to climb up some ladders. Stand next to the ladder and press Y to get on the ladder. When you both get to the top, Ivan will climb onto a crane and jump to the next building. You have to follow him and jump between buildings by pressing X while running.
Finally, he'll end up on a ledge and you can decide to kill him or let him live, as indicated by the fact that his dot on the minimap is flashing red and blue. This is your choice, so do what you see fit. After you make your decision, descend the nearby stairs, then drop down the ledges to the ground. This is the last of Vlad's missions, and his "V" will be removed from the map hereafter.
If you let Ivan live, you'll unlock Ivan's as a Random Character later in the game, after you complete the mission "Actions Speak Louder Than Words."
Uncle Vlad
- Roman
This mission only becomes available after you complete Vlad's four missions. After the cut scene with Roman, get in a car with Roman and drive to the Comrades bar. There, Vlad will run, leaving two thugs behind to deal with you. Ignore them and run out through the front door in pursuit. Vlad will get in his car and drive off, so get in your own vehicle and give chase. Eventually Vlad will crash, and you'll catch up to him. You can then perform an execution on Vlad by following the onscreen prompts.
Crime and Punishment
- Roman
When you get control, make a left and run down the street. You'll see a police car pull up and the police officer get out. After he runs off, hop in the police car. You'll then have to search the South Broker area indicated on your minimap for three vans and pull over each one. Click the Left Analog Stick to activate the sirens, and leave them on until the van pulls over. At that point, shut them off, get out of the cop car, and approach the vehicle's driver. Niko will automatically speak to the driver and ask to see the contents of the van. You'll know you've gotten the right one when the passenger pulls a gun on you. Instead of shooting back, you can just climb into the van and drive away. Head to lockup indicated on your map and park the vehicle there.
Completion of this mission unlocks missions for Faustin and unlocks the Vigilante & Most Wanted side missions.
Do You Have Protection?
- Faustin
- Reward: $400
Faustin's street has some nice cars on it that you can "borrow."
Hop into a car and drive over to the sex shop. Enter the shop and Dimitri will hand you a gun. You must target the guy on the right. Dimitri will then ask you to target the guy in the middle and shoot him in the leg. Do so, and you can leave the shop. Hop back in the car and Dimitri will direct you to a blackmarket gun store. You can only buy the Micro-SMG and some Body Armor, but at least the Micro-SMG is free this time. Grab both, hop back in the car, and drop Dimitri back at Faustin's house. The next Faustin mission is available at his club.
Final Destination
- Faustin
- Reward: $500
After the cut scene, head over to the location marked on your minimap, and when you get there, Niko will call Faustin. He'll tell you to kill Lenny on the station platform. The platform is north (downhill) of your location. Take out an appropriate weapon before you get to the platform. When you get there, you'll see Lenny and a thug. The thug will draw a weapon and Lenny will try to run. Shoot the thug and pursue Lenny. Watch for trains as you cross the tracks. Try to target and kill Lenny as he runs down the stairs or when he first gets into his car. If you can't get him then, he'll drive away, and you don't want that. There is an unattended car nearby you can use if push comes to shove. If you can, steal Lenny's car, it's a well-handling sports car.
If you haven't done the two missions for Little Jacob yet, now's as good a time as any. You'll also receive an email from Roman about this time, which unlocks the mission "Logging On".
Concrete Jungle
- Little Jacob
- Reward: $200
Pick up Little Jacob and take him to his destination. He'll then ask you to pull around into the alley in the back. After a few moments some drug dealers will run out the back. You have to waste them. They're armed with guns, so the best way is to run them over. When you've gotten all three of them, go back and pick up Little Jacob.
You'll then have to take him to a town house. When you get there, follow Jacob to the front door and take cover behind the wall as prompted onscreen. When Jacob kicks the door in, target the drug dealer on the stairs, pop out, and shoot him! Next, head left to the window, target the thug in the room, and shoot him when you're not taking cover. Follow Jacob inside now and take out the drug dealers to the left, ducking behind the couch for cover. There are more thugs in the kitchen, including one that hides behind a wall. Shoot that one through the hole in the wall, then pick up the First Aid Kit off the table, if you need it. Nothing left to do now but drive Little Jacob back to the cafe to end the mission.
Shadow
- Little Jacob
After speaking to Jacob, go to the dealer in South Bohan. You'll have to cross a bridge that requires stopping at a toll booth. If you don't stop at the booth you'll get a one star wanted level. When you get to your destination you'll see the drug dealer heading back to his base of operations. You'll have to follow him at a distance. If you get too far away, you'll lose him. If you get too close, you'll spook him and he'll start to run. Be forewarned: your idiot cousin Roman will try to call you as you exit the first alley; hold back and Cancel the call to avoid alerting the drug dealer.
Follow the dealer across the street and down the alley. Follow him through a building and he'll cross another street and jump a fence. Climb over it with the X button. The drug dealer then walk though a hole in a wall and enter a door to the left. Go all the way up the stairs until you're on the same level he is (the fifth floor). If you end up on the roof, you've gone one level too far. There is a gun outside the apartment. Shoot the lock and then shoot the three drug dealers inside.
Completion of this mission unlocks Badman as a Random Charater and unlocks Little Jacob's Drug Delivery missions.
Logging On
- Roman
This one is simple. All you have to do is go over to the internet cafe as marked on your map as the @ symbol. Speak with the assistant, get on a computer, click on the Web icon to access it, then click "Check Mail" on the main page. Read the welcome email from Eyefind, then click Reply to respond. Exit the cafe to complete this mission.
Completing this mission unlocks Brucie's Exotic Exports side missions.
No Love Lost
- Faustin
Head over to the marker and have a talk with Fustin's daughter. You'll then have to chase after her biker boyfriend on a motorcycle. There is an unattended motorcycle nearby you can take. The onscreen prompts will note that you can shoot by holding down the left shoulder button, though this is inadvisable in this situation, as you should really focus more on your driving and avoiding other vehicles than trying to gun down your target. Eventually he'll meet up with his fellow bikers and lead you to a park where they'll all dismount and fire at you with their weapons. Get off your own bike and quickly get behind a tree for the shootout. Use the trees as cover and take them out, one by one. When you're ready to leave there are a bunch of motorcycles you can choose from, if you want one.
Rigged to Blow
- Faustin
- Reward: $700
First off, go to the old factory that's marked on your minimap and find the truck you're looking for. Get in and drive it into the garage, being careful not to bang up the truck too much to prevent it from exploding! When you reach your destination, press the left shoulder button as indicated to set the bomb. You'll see a scene, and at the end of that scene you'll be on the street. Escape either on foot or steal a car, or if you don't mind trying to shake a Wanted Level, stay there and listen to the man using the cell phone in front of the garage for an interesting conversation.
Completion of this mission unlocks the Master and the Molotov mission.
The Master and the Malotov
- Dimitri
Dimitri will ask you to go to the club and kill Faustin. Before you go, make sure you have some good weapons (see the Secrets page for maps showing where you can grab them for free). If you don't have any Body Armor, Dimitri will leave you some around the side of the building. Head into the club and you'll see a scene. After this scene, you'll have to take out the first two guards. Kill them, then approach the bar Faustin's hiding behind. Faustin will then run out the back.
The room is still full of guards, so you can either kill all of them, or follow Faustin. We suggest you take out as many as you can before you run outside, but don't dawdle, or Faustin will escape. He'll run outside to the alley, where you'll face more guards, and run up the stairs to the right. Gun down the guards, then follow him up to the roof for his execution.
Russian Revolution
- Dimitri
Dimitri will call and ask you to meet him at a warehouse. Little Jacob will call you shortly thereafter and tell you to meet him around back, in case anything goes wrong. Of course it will go wrong, so you'll also want some good weapons, a suit of Body Armor, and plenty of ammo. After a scene you'll end up under cover in a shootout. Little Jacob will help you out in the center, so you can flank your enemies on the left or right sides. Little Jacob will move up as far as forward as you do, so try not to move too far too quickly. There's a suit of Body Armor behind the second row of cover in the middle of the warehouse, some regenerating First Aid Kits in the room on the right, and some Molotov Cocktails on the right wall.
When you see a short scene and hear some sirens, that means the police have arrived. The only exit is the door on the far side, so run through that. The police will be there, firing at you, so run for a car and get in! You can, if you like, thin out the cops before you make your break. You'll then have to drive out of the area because you'll have a two-star Wanted Level. Shedding it isn't too difficult; just stick to the roads that don't have police symbols on them (check the minimap). As soon as you're outside the flashing circle and there are no cops around, stop the car and wait for your Wanted Level to disappear. Now finish up the mission by getting Little Jacob back to the cafe.
Chapter 2
Take Little Jacob's advice and give Roman a call. Go to his location, marked on the minimap.
Roman's Sorrow
- Roman
After the cut scene, get in a car with Roman drive over to his apartment, then the cab company. Finally, cruise over to Bohan to see your new apartment/safehouse. You should also note that the old gun shop will be closed off for a while. Now would be a good time to do Brucie's missions; he's marked with a "B" on your map.
Completion of this mission unlocks the Escuela of the Streets mission.
Search and Delete
- Brucie
First off, you'll need a police car. The easist way to get one is to call 911 and wait for a police car to arrive. Steal the car then leave the area to lose your wanted level. You can then access the computer by stopping the car and holding down the left shoulder button. Choose "search police records" then you must then enter the name "Lyle Rivas" in the computer to locate him. This will place Lyle's location on your minimap.
Go there, park facing north, then approach Lyle's door for a cut scene, after which Lyle will run away from you. He'll hop in his car and lead you on a high-speed chase across the expressways of Liberty City. Run back to your vehicle and follow him, and don't even think about trying to shoot him while you're in your car; just focus on not crashing and wrecking your wheels. Eventually he'll crash. Run him down or shoot him before he gets away.
Easy as Can Be
- Brucie
- Reward: $3500
Head over to the location indicated and you'll find Lyle's car in a nearby lot. When you get in, some thugs will pull up behind you and start shooting at you. You can either drive away, or get out of the car and shoot it out. If you choose to shoot, know that you'll get attacked by two cars as you leave the alley. Your other option is to drive away as fast as you can and try to lose them. Heading into the pay-n-spray is a good way to shake them if you're having trouble, but in all honesty you can just follow the waypoint route to the garage laid out for you on your minimap and you in all likelihood won't have any trouble getting there (a few bullet holes in the car aside, of course).
After you completed the "Roman's Sorrow" mission, you may have noticed than an "M" appeared on your map. This is Manny, and he's got a few missions for you. Drive over there now for your first one.
Escula of the Streets
- Manny
- Reward: $1000
This is a combat mission, so make sure you have weapons, ammo, and Body Armor.
There is a car on the street nearby. Hop in and drive to the location indicated on the minimap. Here you'll see a drug dealer get into a car. Follow him in your vehicle, but stay at least two car lengths away from him at all times or you'll spook him. Spook him enough times and you'll fail the mission. When the deal reaches his destination at a warehouse, park behind him.
You'll then have to take out all the dealers inside the warehouse. You can enter through the front door (after shooting off the lock) or by breaking in through the window. You can also go to the building to the south, walk up the stairs to it's roof, cross over to the warehouse and shoot through the skylight. Quickly gun down the dealers in the immediate area, then take cover! There is a small room to the left with a first aid kit if you need it and a soda machine at the back where you can buy soda to replenish your health. There's a walkway on the right you can use to flank them, if you so desire. Gun down all eight of the drug dealers, then leave the warehouse to end the mission.
Completion of this mission unlocks Mel as a Random Character.
Note: Another way to get into the building, is to walk towards the back of the building, climb some stairs, walk across the planks of wood connecting the buildings and jumping in through the open window on the top.
Street Sweeper
- Manny
This can be an incredibly frustrating mission if you opt not to cheat your way through it. Manny will ask you to take out some gang members at a garage not far from his location. There are three inside the garage, and one of them has an SMG. There are two more that will try to get away in a car as soon as you start shooting. The easiest way to do this is to actually get out of your vehicle to do the shooting, rather than attempt the much more difficult drive-by. Quickly kill the three in the garage, then get back in your vehicle and chase down the two in the car. Try to force them off the road or into a corner, then get out and yank them out of the car so you can drive over them, or shoot them. The chances that all this run'n'gunning will attract the cops is very good, so be prepared to avoid the police while you're at it.
An easier way to do this is to park your car just outside the garage where the gangsters have their car. Get out of your car and take cover. Do a headshot on the driver and then directly kill the gangster with the SMG. By this time the gang member who was in the passenger seat will try to get in the driver seat, kill him with a simple head shot. Now all you have to do is to take out the last two gang members outside the garage.
A third way to do this would be to start the engagement, and immediatly chase the car. Ram it off the road and take out the occupants. As mentioned above, this will likely result in the police arriving. Escape from them and wait for your wanted level to dissapate, then return to the garge to finish the mission... the gunmen will be right where you left them.
Completion of this mission unlocks missions for Elizabeta. She appears as an "E" icon on your map.
Luck of the Irish
- Elizabeta
- Reward: $1500
After your introduction to Elizabeta, head over to the building marked on your minimap, enter, and take the stairs to the roof. You'll find a sniper rifle. Grab it and head over to the vantage point to watch over the deal. It will go wrong, so shoot anyone with a red marker over their heads. Hold down the Left Trigger to look through the scope, and use the Left Analog Stick to zoom in on your targets. Gun them down one by one, and watch for a thug that runs up to Packie and struggles with him; be sure to take him out as soon as the onscreen prompt warns you that Packie's in trouble. Also keep an eye out for the guy at the far back who climbs into a van and tries to run over your guys. After you've cleaned house, you get to keep the sniper rifle! Just make sure not to fire all the bullets in it, or you'll lose it.
NOTE: If you fail this mission, you keep the sniper rifle and ammo, so if you want to stock up, just keep repeating the mission and shooting Packie until you've got all the ammo you need.
Completion of this mission unlocks Packie's missions and unlocks the sniper rifle at the gun shop.
Blow Your Cover
- Elizabeta
- $2000
You'll be paired with Playboy X for some protection duty. Drive him to your contact's apartment as marked on the minimap, then follow him to the third floor. At the scene of the deal, a bunch of N.O.O.S.E. (aka S.W.A.T.) will show up. You'll have to take out the buyers first (three of them), then a bunch of N.O.O.S.E. team members outside in the hallway. Make sure to pick up the improved SMG that they drop. You'll have to fight your way to the roof, where more N.O.O.S.E. members await. Be sure to grab the Body Armor up there behind one of the air conditioning units. Continue to gun your way back down the other building, and don't lower your guard, because there'll be cops in there, too. Head out the door and there should be a car outside. Hop in, wait for Playboy X, then take off and try to lose your two-star Wanted Level. When it's gone, take Playboy X back to his apartment in Algonquin.
Completion of this mission unlocks Algonquin Isle and Playboy X's missions.
Deconstruction for Beginners
- Playboy X
- Reward: $6500
Get in a vehicle and drive over to the car that Playboy has waiting. Inside are various weapons. Next, head over to the platform lift and ride it to the top of the building. Use the sniper rifle to take out the three guys on the tops of the cranes. The third crane is close to the building you're standing on, and isn't visible from everywhere on the roof. When they're dead, shoot all the other armed men an the construction site, then head down the lift. Your goal now is to go into the construction site and take out the four union leaders and all of their guards.
Crane Method
The first union leader is under the scaffolding on the north side of the building in progress. Grab a vehicle and smash through the gate on the north side of the construction site. Walk in, then use the sniper rifle to look for the red marker over the union leader's head. Take him out, then head to the west side of the site. You'll find a hot dog vendor nearby if you need health. Smash though the gate, then climb up one of the cranes here. You can snipe the second and third union leaders from this position. If you're having trouble spotting the second union leader from here, go to the crane to the southeast of the north entrance for a better angle. Be careful when driving around the yard, as there are several explosive barrels scattered around. After you get the third leader, a helicopter will show up and land. Snipe the pilot to prevent the final union leader from escaping. After the helicopter is down, use your rifle to take out any other enemies you can see. Go over to the east side of the construction site and head up the ramp where you'll find the final union leader. Kill him and you'll complete the mission.
On-Foot Method
The first union leader is shootable from the street if you find the correct angle. He's on the right side of the building, just zoom in and pop him with the sniper rifle. Then head around the left side of the barricades, following the street to the next entrance. Theoritically you've already killed the ground troops for this area, but if not, keep an eye out. You want to make your way up the ramps to the left. When you reach the top, a mini-cinematic will initiate, leaving you behind cover with your grenades out. Take out the close enemies with the grenades, and the union leader is down the way. After that, head back to where the ramp reached the roof, and there is a path leading to behind the building. Straight ahead, at the edge of the building, there is a guy hiding behind some debris. Kill him, and all the other enemies are to the right. Take cover behind the I-beam, and take them out. The union leader is on the far side, staring off into the distance. You can either run up there, or snipe him from a position left of the I-beam. As soon as you kill the union leader, a helicopter and many more bad guys will start approaching. Take cover behind the same I-beam, but on the other side. Get our your sniper rifle, and take out the pilot of the helicopter as it lands. If you do it quick enough, the other 4 guys in the helicopter should be killed by the explosion. Mop up the rest of the approaching bad guys from your cover, and all that should be left is the union leader. Kill him and you're done, there is no escape to worry about, so gather any guns you like or wander around looking for pigeons.
NOTE: Do not try to steal this helicopter; the game will not allow it to happen. In fact, to make sure you don't take it, the helicopter will blow up if you shoot the pilot, even when it's on the ground.
Completing this mission unlocks the Russian Assault Rifle in the gun shop.
Ruff Rider
- Dwayne
Follow the marker over to the arcade. After a scene there you can either execute Cherise or let her live. Make your decision quickly, because you have to chase after Jayvon on his motorcycle. Hop on the nearby motorbike and begin your pursuit, gunning him down before he escapes. After you've killed him, grab the cash he drops and meet up with Dwayne at the local Cluckin' Bell to end the mission.
If you spare Cherise, you'll be able to unlock her Random Character mission later in the game after you complete the mission "The Holland Play."
Undress to Kill
- Dwayne
After receiving your mission, head over to the Triangle strip club in Bohan as marked on your minimap. You're tasked with taking out the three managers, but they won't be specifically marked until you listen in on a conversation that mentions one of them. If you listen to the two men speaking by the railing in the club's main room you'll hear them talking about Jose counting money in the back room, placing a red enemy mark on your minimap for you in the process. He's behind the door marked "PRIVATE: STAFF ONLY" a few feet back, so head in there and knife him from behind to avoid any gunplay. Even if a security guard walks in, he won't attack you. As soon as any shots are fired in the club, the security guards will start shooting at you and the other managers will run, meaning that you'll have to chase them down by car, which you don't want. Be sure to unequip your knife before you leave this room.
To find the next manager, head back to the main room and find the man speaking with the stripper past the left stage. He'll appear on your minimap as the second manager, Javier, but you don't want to kill him just yet since he's out in the open. Instead, head to the club's rear hallway where the private dance rooms are. There's a man getting a lap dance in the room on the left, and you'll see that he's the third manager after the bouncer mentions his name, Jesus.
Unfortunately, you'll have to use your firearms at this point, meaning that one of the remaining managers is going to make a run for it. Try to position yourself at the end of the hall so that the second manager is in your sights, quickly hit him with your sniper rifle, then spin around and kill the third manager before he can get out of the lap dance room. If he manages to get past you and out of the club, he'll get in a truck and drive away, so try your best to prevent this from happening.
Photo Shoot
- Playboy X
After the cut scene where Playboy X gives you your new camera phone, head over to the basketball court marked on your map. Walk past the fence, but don't actually step onto the court; just stay at the edge. Use your phone's camera function to take a photo of one of the guys standing around talking. You can see what the photo will look like by looking at the screen of the phone; you'll need to get a shot of his face for it to register. Send Playboy the photo and he'll call you back and tell you if it's the right one (it will always be the guy in the jacket with the hood.) Playboy will then give you the go-ahead to kill Marlon. The easiest way to do this is to walk to the other side of the street (out of eyesight of the three guys) and take him out with a sniper rifle. Make sure it's a headshot so he can't run away. Hop into a car and leave the area the moment he's dead, because his friends will start shooting at you, and you'll most likely have attracted the attention of any cops in the vicinity!
Completion of this mission unlocks the Random Character, Jeff.
Out of the Closet
- Brucie
- Reward: $6750
Go to the internet cafe and use a computer. Get on the Web, then head to Love-meet.net (there's an ad for it right on the first page). Click on the "male" section under "Find Love" and then click on French Tom. On his profile, click on the Date button to send him a message. Before you leave the internet cafe, make sure you get the message that tells you to wait for French Tom to respond. You'll have to wait and come back later to check your email, so you can go off and do some other missions if you feel like it. Some time later, you'll get a text message from Brucie asking you to check your email. Head back to the internet cafe and check it. You'll get an invitation to go to the diner at 8:00, so make sure you reply back and agree to the meeting. If you miss the appointment you'll get a text message to meet again at 12:00. Head over to the diner next to your old safehouse and go in. Go right to find French Tom and initiate some dialogue with him. When you're ready to kill him, stand up and shoot French Tom. When you exit some people may or may not shoot at you, but you can easily get away.
No. 1
- Brucie
Hop in your car (or steal one) and head over to the car you're supposed to pick up. Hop in the yellow sportscar and drive over to the race start. When the race starts, follow the markers on your mini-map. If you drive off the street and pass a marker, you'll have to go back to get it, or you'll lose. It will take a few checkpoints for you to get into first place, but once you're there, you need to make sure you drive carefully.
The key to winning this race is all in how you handle the turns; in other words, take them slowly. You don't want to spin out and watch in frustration as three racers zip past you while you're facing the wrong direction. When you win the race, you'll get to keep the car! Take Brucie home to finish up this mission.
This mission establishes Brucie as a Friend and unlocks his Racing missions; call him to set one up.
The Puerto Rican Connection
- Manny
- Reward: $1250
You'll be chasing a train across town, and you must arrive at the start location with a car. Have it pointed downhill. When the train arrives you'll have to follow it, and this is no easy task. Thankfully, there's almost always a road that runs beneath or parallel to the train tracks, so as long as you don't crash your car too much or get stuck in a dead-end alley, you should be fine. Keep following the train until it stops at the station. When it does, get out of your car, but don't go up to the platform. The three guys you have to take down will come down the stairs to you, so shoot them one by one. One of them will try to run away on foot. You can either chase him on foot or by car.
Completion of this mission unlocks missions for Francis McReary (who shows up as a "?" symbol on your map at this time), as well as the random characters Ilyena, Hossan, Sara, and Pathos.
Call and Collect
- Unknown Contact: Officer Francis McReary
- Reward: $1000
Upon arrival you'll see that the "Unknown Contact" is actually Francis McReary. You'll be asked to go to the viewpoint off Union Drive East. When you're there, you'll get a phone call. You'll be given the blackmailer's phone number. Walk down to the promenade near the hot dog stand, then call the number and see who answers their phone. He's a guy in a jacket with a hood. Walk over to him while you're talking. You can call him a second time if you want to be sure. If you get too close he'll try to run. When you know who it is, back off and hit him in the head with a shot from your sniper rifle. Now run over to his body and pick up the object that he drops, then sprint back to your vehicle, because you've now got a two-star Wanted Level! Shake the cops, then bring the object to the next meeting point to conclude this mission. Francis McReary will now show up on your map as the "FM" symbol.
Final Interview
- Francis McReary
- Reward: $1000
Your mission is to take out the lawyer Tom Goldberg. Check your email at any tw@ and read the message from McReary. Follow the link on the email Frank McReary sent you. Click on "Careers," then click "Submit Resume." Read Niko's humorous take on his past, then click "Submit Resume" again. Leave the internet cafe now; you'll have to wait for a while for them to get back to you. Now head down to the Perseus clothing shop at the southern end of Algonquin and buy a suit & tie and smart shoes for the interview. Do not wear a hat or glasses. Eventually you'll get a text message with an appointment time.
Head over to the location with plenty of time to spare so that you aren't late (if you miss the interview, you'll get a text message to reschedule). Go in and speak to the receptionist. She'll lead you to the interview. During the interview, stand up and pull out your knife. Goldberg will tell you where the files are (on the desk). Then kill him with your knife and leave the office. When he's dead, grab the files and leave the office with no one the wiser to what you've done. Drive them back to McReary's location to complete the mission.
If you shoot him you'll attract everyone's attention and you'll have to shoot your way out, and shake a three-star Wanted Level. You don't want that, so don't pull a firearm. Use the knife. If you do feel like shooting your way out, you can shoot the window and jump down to the street. If you exit via the door, you'll find the front door locked. Head down the stairs shooting guards as you go. Exit through the back door, fight off the cops, find a car, and do your best to get away.
Holland Nights
- Francis McReary
- Reward: $5000
Head over to the location marked on your minimap after your chat with Frank. You have a choice to make: kill Clarence, or let let him live? Killing him is far easier. Although you miss out on his random mission later on, that mission is just to kill him anyway, so you're not really missing out on anything. The random mission is not required for any of the achievements or 100% completion.
If you want to kill him, then the easiest way is to just shoot him in the head from across the street with a sniper rifle. You'll want to have a car ready, because you'll have a two-star Wanted Level you'll need to shake.
If, on the other hand, you want to keep him alive, you'll have a little more of a challenge on your plate. Head up to the second floor of Clarence's location with no weapons drawn, then whip out the piece when you get closer to Clarence. Kill his homeboys, then chase Clarence to the roof, where he'll be trapped. There you can decide to let him live, or if you've changed your mind, gun him down.
If you let Clarence live, you'll unlock his Random Character mission later in the game, after you complete the mission "Blood Brothers."
Lure
- Francis McReary
- Reward: $5000
When you accept this mission, head to the first marker on your map to find a sports car with a sniper rifle in it. Head to the next marker to find your target. Head to the building on the west side of the street and enter the red door. Head up the stairs to the rooftop to take up your position. You'll see a scene at the top, after which you'll see that you don't have a clear shot at your target.
Notice the victim's telephone. Getting any bright ideas? Zoom in on the phone with your sniper scope to see the number (545-555-0122), then call it. Your target will get up to answer it, giving you a clear shot at him. You can also shoot the TV or the TV dish, and he'll look out the window, but it's better just to call the phone. Put one in his brain, then go back downstairs to end the mission.
The Holland Play
- Playboy X
- Reward: $25000 for killing Dwayne or new safehouse for killing Playboy X
At some point after you complete the mission "Photo Shoot" for Playboy X and "Undressed to Kill" for Dwayne, Playboy X will give you a call and ask you to kill Dwayne. After the cut scene with him ends, you'll have to wait awhile to get a call from Dwayne asking you to kill Playboy X. Wait some more, and Playboy X will call once again, pressing you to make your decision. At this point, you can kill either one. They'll both be added to your map: a red "X" for Playboy and a red "D" for Dwayne. Make sure you've got a good weapon and Body Armor before going after your target.
Killing Dwayne
You'll have a much easier time killing Dwayne; he only has one friend with a bat, and Dwayne himself has no weapon at all. You'll get $25000 for icing him, but when you call Playboy X he tells you that you killed his mentor, and seeing you would remind him of Dwayne. You get no additional safehouse.
Killing Playboy X
If you want to kill Playboy X, head over to his apartment. You'll see a short scene, then get in a gunfight with his friends. You'll start off with good cover in a doorway. Kill his four friends in the first room and then Playboy will run away. Jump over to the next roof and take the stairs down. At the bottom, some of his thug friends will show up in an SUV. Shoot at them to scare them off, then chase Playboy X across the intersection and into the alley on the right, where he's trapped. Run up to him and shoot him; use a pistol to do it execution-style. You'll then call Dwayne and get Playboy X's apartment to use as a safehouse. You also unlock Dwayne as a Friend.
Chapter 3
The Snow Storm
- Elizabeta
- Reward: $2500
Head over to the old hospital. You'll have to take out all the enemies here. Note the location of the truck parked outside, you may want to use it as an escape vehicle later. You can also park your own car, facing out, next to the truck so you're ready to leave in a hurry.
The sniper rifle works well for the enemies you can see from the outside. Another good tactic is to take cover behind the low wall separating the parking lot from the old hospital and chuck a grenade at the first group of thugs clustered on the left by the vehicle. There is a ladder on the southern side of the hospital you can use to access part of the second floor; this location works well for gunning down the thugs below. Notice the red canisters; you can shoot these and they'll explode, taking out any nearby enemies.
Your objective (the bag of coke) is a room in the back on the ground floor, in the room just north of the southwest corner. There are thugs here, along with some Body Armor. Before you pick up the bag, be sure you know the way out of the building. When you do pick up the bag, the N.O.O.S.E. team will arrive. Some N.O.O.S.E. members will be in the building, and a lot more will be outside. Fight your way to the northern door, and be careful when you get there, because there will be a large group of police and N.O.O.S.E. funneling in there. Clear the room, run out the door, then sprint to your car or, better yet since it's closer, the truck outside. You'll have a three-star Wanted Level you'll need to shake, and a helicopter will already be in the area. You'll have to drive really well to get away! Try to find a good straightaway to build up some speed then cut off on a turn that isn't infested with cops. Keep an eye on your minimap to see which streets have cops on them, and avoid those like ebola.
Another option, if you don't like driving, is to sprint for the water. Don't bother with the stairs, just jump in. There is a fast boat you can use and being on the water shakes all the police cars. It's so fast it can even outrun the police helicopters.
Once you lose your Wanted Level, meet up with Little Jacob and you'll see a scene that's rather important to the plot, and possibly your romantic life...
Completion of this mission unlocks the combat shotgun in the gun store and unlocks missions for U.L. Paper (if you have completed the mission, "Photo Shoot").
Have a Heart
- Elizabeta
- Reward: $3000
This mission only unlocks after you've completed all of the Manny missions.
You'll lose whatever car you bring to this mission, so don't arrive in something nice! After the cut scene, hop in the car provided and carefully drive the vehicle to the location marked on the map. If you get in even the slightest fender bender, the trunk will open, and if any cops see it you'll get a Wanted Level, so try your best to keep it under the limit, speed racer.
Alternatively, if you're having trouble driving to the destination without banging into everything, you can just destroy the car at any point. You won't get paid for completing the mission, but it's a good option if you have a lot of cops on your back and can't shake them.
Completion of this mission unlocks more missions for Packie.
Hostile Negotiation
- Roman
At some point after you have completed the missions "Roman's Sorrow," "Photo Shoot," and "Have a Heart," you'll receive a call from Mallorie who tells you that Roman has been kidnapped by the Russian Mob. Head over to the warehouse where he's being held, and bring some Body Armor with you. There is an AK out front, so be sure to grab it.
Head inside and you'll see a warehouse full of thugs. To get things started right, crouch and sneak along the low wall until you're a little ways past the two guys talking to each other. When you can see the guy smoking in the back corner, quickly pop up and shoot the explosive barrel next to him to kill him and knock some other thugs down. Gun them down and use cover to take them out. At the end of the hallway, there will be two first aid kits. On the second floor, near the third floor stairs, you can find more Body Armor.
On the third floor, after the first walkway, is a first aid kit on the wall. On the fourth floor in the room in the back is a guy waiting in the corner near the door. When you go into this last room have your assault rifle out. A guy will be holding Roman hostage. You must shoot him in the head, and you'll only have three chances to do it. Use free aim, rather than locking on. When you free Roman, follow him out of the building. Hop in the truck and drive him home.
Completion of this mission unlocks a new safehouse in east Algonquin.
Wrong is Right
- Unknown Contact: Michelle (Karen) via U. L. Paper
- Reward: $6500
After you complete the missions "Photo Shoot" and "The Snow Storm," a "?" will appear on your map indicating Michelle and the U.L. Paper company. Head there to begin the first of your U.L. Paper missions. After the scene with Michelle, go to Oleg's Apartment in Hove Beach. When you get there, check his computer on the coffee table. Open up his email and read the one labeled "Meet me" from Vasily. After your phone call with your U.L. Paper contact, head over to the jewelry store. You'll want a fast car, as you'll have to chase Oleg when you get there. Oleg drives fast and makes several sharp turns, so it will be very difficult for you to keep up with him. When you follow him into an alley and knocks down a bunch of pipes that block the way, back out into the street, make a right, and continue the pursuit. You can open fire on Oleg's car during the chase, but all this gunfire will definitely attract the attention of the cops, so be prepared to have them shooting at you as well if you do that. Alternatively, just ram into Oleg's vehicle until he stops and begs you not to kill him, then finish the job by shooting him through the window.
Portrait of a Killer
- U.L. Paper
- Reward: $6750
After the cut scene, wait to receive the message on your phone from your U.L. Paper contract, then steal a police car, lose your Wanted Level, and get on the computer. Select "Search Police Records", then "Search by Photo" and Upload your photo to search the database. This will give you your target, Adam Dimayev, and the location you need to go by hitting the "Locate" button. Once there, you can either put your sniper rifle to good use, or you can drive over to the north side of the area and attack from there. This side is uphill from many of the enemies, and gives you an advantage.
When you've cleared the area to the south, ascend the ladder next to the "No Manner Required" sign and get ready to get shot at again. Move behind the containers, going right, killing the thugs until once agian the coast is clear. Head around the last shipping container and look up to see Dimayev on the roof across the way. Either climb up the containers to the roof to gun him down up there, or toss a grenade up and hope you get lucky. Or you can try shooting the top of his from this level by backing up from the wall until he's visible.
Dust Off
- U.L. Paper
- Reward: $7000
Head over to the location. You'll want a good car. When you get to the location you'll have to follow the helicopter. The route you need to take to tail the helicopter is pretty simple: just head south on Union Drive East, go through the Castle Tunnel, then head north on Union Drive West to the intersection at Hematite St. (NOTE: There are two Hematite Streets; skip the first one and make your left at the second one). Take a left to the pier there to find the chopper's landing site.
When you get to the landing site, let the copter land, lest you scare off the pilot. Wait for its marker on your map to turn blue, then move in. You'll see a bunch of bad guys. There are two near the entrance, and several more near the helicopter. Start off with the sniper rifle, then take out the rest with the assault rifle. When they're all dead, hop into the helicopter, press the Right Trigger to lift off, then fly it over to the airport (don't try and board the helicopter if there enemies around, or they'll kill you while you're sitting in the pilot's chair). Land at the indicator, and you'll be done. Be aware that going onto the runway will get you a four-star Wanted Level.
Some time will pass before another U.L. Paper mission becomes available, so this would be a good time to complete some missions for other contacts.
Paper Trail
- U.L. Paper
- Reward: $7500
You'll get a call from your U.L. Paper contact to start this mission. Head over to the salvage yard off Grummer Road where there is a helicopter waiting for you, then get in next to Little Jacob. Your goal is to follow the other helicopter, so press the Right Trigger to lift off, then hold it down as you're tapping forward on the Left Analog Stick to get enough speed to catch up to the other chopper. The other helicopter will lead you on a chase between some skyscrapers, but you can avoid all that by simply flying above them. When the other chopper is over the water, Little Jacob will try to shoot it down with a rocket launcher. You must fly at approximately the same level as the other helicopter and hold your aircraft steady for the missile to hit. After Little Jacob shoots it down, fly him to his landing point on the pier, after which you'll have free use of a helicopter. This is a good time to get the flying under bridges achievement, if you're going for that. You can also land the helicopter at your safehouse to save it for later. You may need to push the helicopter into the parking space by ramming it with a car.
Harboring a Grudge
- Packie
- Reward: $7500
After speaking to Packie hop into your car; there's also a sedan on the street you can take to the destination point. Follow Packie up on the roof, and watch the scene. Now, there are two ways you can handle this. One is to climb down on to the small structure with the skylight to the right, then take the stairs down to ground level to kill all the gang members. The second is to take cover behind the low wall at the edge of the roof and gun them down from up there. Either way, take out all the enemies here, including the ones on the boat on the right, and the few inside the warehouse. There's a first-aid kit in the warehouse office on the left, if you need it.
When the thugs are all dead, hop into the truck. Wait for Packie to get in, then start driving toward the marker. You'll be attacked by several cars the whole ride, so stay on course as best you can. You can drop grenades to discourage pursuit, but this tactic is of questionable effectiveness. Keep driving to the lockup, and pull in. Even if the gangsters are right on you, you'll still complete the mission.
Waste Not Want Knots
- Packie
- Reward: $8000
You'll need a four door car for this mission. Don't bring anything too nice because you'll lose it during the mission. Drive to the location and everyone will get out. Hop over the two fence and the shooting will commence. Just make sure not to shoot your own teammates; they have an unhealthy habit of walking in front of you as you're shooting, and if any of them dies, you'll fail the mission. If you like, you can hang back and let the others do most of the work, but don't be too useless here, or one of your crew might suffer the consequences of someone not having his back.
When everyone outside is dead, pick up their ammo and enter the building. The door is covered by gunfire, so quickly back out or take cover as soon as you can. Kill everyone inside and head up to the office. When you grab the money more people will attack. You can either fight them or run out the way you came in- but they seemingly respawn instantly and infinitely, so best to run outside and head for the boat. Once outside, the first aid kit respawns. Run around to the end of the pier where Packie is waiting for you. Swim to the boat, then drive it to the marker- you only need to pick up Packie, don't worry about the other guys.
Completion of this mission enables you to date Kate and unlocks missions for Ray Boccino.
A Long Way to Fall
- Ray Boccino
- Reward: $8500
You'll want Body Armor for this mission, which involves a lot of shooting (and most likely, getting shot). After the scene with Ray at Drusilla's Ristorante Italiano, head over to the location marked on your map and you'll get a text message showing you a picture of the guy Ray wants dead. He has a grey shirt with the number 72 on it. Walk up to him. He won't tell you what you need to know, so pull out a gun and point it at him, or just beat him with your fists a few times. He'll direct you to a nearby building. Kill him at this point before he runs off to warn Teddy that you're coming.
Ride the elevator up to the 20th floor. When you get out, shoot the thugs there before they can draw their weapons. Continue fighting through this hall, taking out the enemies on both sides of you. When this floor is clear, head around to the stairs to clear the floor above (watch out for a thug on the staircase). First-aid kits can be found in at least two spots (one in a room, the other on a stair landing). The next floor up is already clear, and you'll see a yellow arrow. Before approaching it, make sure the guy on the stairs to the next floor is dead. Once you step into the arrow, a thug will appear around the corner to the right, so kill him before entering Teddy's apartment.
Clear out the apartment, and when you get to the kitchen you'll see a scene. Grab the first aid kit on the counter. You'll then have to chase Teddy up to the roof. Kill the thugs on the stairs on the way up and the guy hiding behind an A/C unit on the roof, then head to Teddy's location. Shoot him to complete the mission.
Three Leaf Clover
- Packie
- Reward: $250000
You'll need a four door car for this mission. You'll also want some Body Armor; there are two gun stores on the way to the bank where you can stop off and get some if you feel like buying it.
When you arrive at the bank, watch the first scene, then head into the vault and grab the cash. You'll then see another scene, after which you'll have to shoot your way out of the bank, and out of the area. In each area, you'll see a message that you need to clear out the cops before you can proceed. They're represented by the red dots, and they'll all cluster around the various waypoints in your escape route.
During the first shootout in the street, shoot the back row of cop cars to cause them to explode, killing any cops around them. This is a good tactic for every street shootout: the cop cars are highly combustible. Keep shooting until all the red dots on your minimap are gone, then move up with your two partners, staying close to them at all times, lest you fail the mission. Also, if you accidentally kill one of them, the mission will end, so watch where you're aiming! If you choose to use grenades, make sure you know where your teammates are before you throw. Move around to the alley in the right, taking a left at the end of it, moving down the street, then entering another alley.
When you reach scene with a helicopter, you'll run into the subway. Watch out for the two cops around the corner; they can decimate your health if you let them get the drop on you. Several N.O.O.S.E. team members will file up the stairs on the right when you reach the ticket booths, so be prepared to gun them down as they appear. When the coast is clear, run down the tracks, but watch out for the train. If it comes, run onto the other track. Go to the marker and up the stairs. You might notice your four-star wanted rating drop to three stars as you climb the stairs. At this point you can call Kiki Jenkins, one of the available girlfriends, and ask her to clear your wanted level. Kiki can clear anything up to three stars, once per day. You'll have to do it quickly though, because the approaching police will follow you into the tunnels if you refuse to come up to street level.
You'll find a locked Huntley Sport SUV parked just to the right that you can steal. Quickly hop in and shake your three-star Wanted Level. The bridges out of Algonquin may be blocked, so you might want to head toward the north or south side of the island to get out of the Wanted radius. A good idea would be to enter a Pay 'n' Spray as long as there aren't any cops who can see you enter. Head back to Packie's to end the mission.
Completion of this mission establishes Packie as a Friend, unlocks Alderney Island, and unlocks missions for Gerry and Derrick McReary.
